At Pataskala City Council's first meeting of 2024, council members heard familiar about a new manufacturer's ties to China.
Residents of Pataskala and beyond again shared concerns about new solar panel manufacturer Illuminate USA , in which a Chinese company jointly invested, and residents therefore believe has ties to the Chinese Communist Party.

During a tour of the facility last year, Compton said he saw nothing out of the ordinary.
The solar panel manufacturing industry has been dominated by China, and so there will be a Chinese influence as that industry is brought to the U.S., Compton said. He added that the group that toured the facility met a team of Chinese workers that was setting up assembly line parts.
"They're trying to mirror what they have over there, here, so I'm sure they're going bring a team that knows how to put things together," he said.

Residents of an Ohio community voiced their anger and concern on Monday about the construction of a solar plant being built in their town by a China-linked entity.
Illuminate USA, a joint venture between Invenergy, a Chicago-based transnational corporation that invests in green energy, and LONGi, China’s largest solar company, is set to build its module assembly plant in Pataskala, Ohio, a town of about 20,000 people located approximately 20 miles away from Columbus. The project, which is poised to be one of the largest of its kind in the U.S. and to receive federal subsidies from the Inflation Reduction Act (IRA), is drawing the ire of locals, many of whom expressed their dismay at the lack of transparency around the deal and the fact that a China-linked company will be receiving subsidies in their community at a Monday city council meeting.

"China’s Longi Green Energy Technology Co., one of the world’s biggest solar manufacturers, is building its first U.S. solar-panel factory through a joint venture in Ohio with Chicago-based Invenergy LLC. With a proposed capacity of 5 gigawatts, it will be one of the biggest such facilities in the country and could qualify for around $350 million a year in federal tax credits, according to a Wall Street Journal calculation.
To qualify for local incentives, Invenergy had to maintain its majority control of the venture, currently 51%. Invenergy said it would own the factory building and land, with the rest of the $600 million investment split between the two companies.
When the project’s announcement came out in mid-March, Longi’s name appeared only once toward the end of the press release, and the company’s nationality was never mentioned. Invenergy said its own prominence in the announcement is because the company is well known for its solar farms in Ohio and will own the factory building.
Longi didn’t respond to requests for comment."

"A plan by U.S. developer Invenergy and China's Longi to build the U.S.' largest solar panel factory signals rapid growth ahead in U.S. manufacturing as developers wade into the supply market. The 5 GW/year Illuminate USA facility will be located in Pataskala, Ohio and will supply monofacial and bifacial solar panels to the utility-scale and rooftop solar markets.
Ohio has attractive industry electricity rates at 10% lower than the national average and wage rates for production roles are also below average levels, Eric Wright, Senior Research Analyst, S&P Global Commodity Insights, told Reuters Events.
According to S&P analysis, the inflation act slices the cost of U.S.-made wafers by as much as 52% and reduces the cost of cells by 29%. Despite these savings, some manufacturers building vertically integrated supply lines may opt to import wafers from mainland China, Wright said.
China currently supplies around 97% of global wafer production and some developers are not yet convinced it would be “optimal to manufacture wafers domestically," he said."
